We now have the agreement of all concerned to the issue of a statement on the future of the University in the terms of the draft at No.6 on this file.

The House of Commons has been promised this statement on more than one occasion - the last time in February 1948, see 54145/P.Q.1/48. To fit in with the Governor's arrangements, as reported in his telegram at No.23, the statement ought to be available to the House on the afternoon of wednesday the 7th April, Hong Kong being about nine hours ahead of the U.K.

I suggest, therefore, that a Question should be arranged for written reply on Wednesday week, 7th April, as the statement is obviously too long for oral reply. The Question would ask whether the Secretary of State was now in a position to make a statement on the future of the University and the reply would be in the terms of No.6 on this file.

Perhaps the Secretary of State's instructions could be taken on the above

suggestion
